Foster, 29, has signed a three-year contract, with an option for a further two years, after moving for an undisclosed fee.
The former England international becomes manager Steve Clarke’s first signing since taking over at the Baggies.
Clarke said to West Brom’s official website: “He’s been a priority signing all summer. His performances last season were exceptional, and it was important for the club to strike a permanent deal.
“It’s a great signing for me and an even better one for the club. I think the supporters will be delighted we’ve been able to keep him on board and make him our player.
“A quality goalkeeper is worth ten or 12 points a season, and that’s certainly what we think we’ve got in Ben Foster.”
Foster was named West Brom’s Supporters’ Player of the Year and Players’ Player of the Year after keeping ten Premier League clean sheets in the last campaign.
He joined Birmingham in 2010 following five years with Manchester United.
